Task terror 

That's what freelancer Anne Wayman calls it. "It" being that feeling or fear that freezes you when you want to start a writing project.

I get task terror more often than I care to admit. Sometimes, it's because I'm overwhelmed by the perceived scope of a project. Other times, the part of my brain that likes to undermine my confidence and wants me to fail tells me that I either can't do the job, or that the work I'll produce will be sub par.

Beating task terror isn't easy. As Anne Wayman writes, you have to do something. And that's the toughest thing to do in this situation.
